Sale of Eastman School on the Ballot Nov 4

In September, the Board of Education approved a ballot item seeking approval to sell Eastman School.
A November 2024 School District Charter amendment requires that the district get permission from the voters to sell school district property larger than one acre. A “Yes” vote gives the School Board permission to sell the Eastman School property which was closed in 2010. A “no” vote would deny permission to sell the Eastman School property.
If approved, the Board will create a steering committee of board members, residents and professionals to oversee the sale of the property. Proceeds from the sales would go to the district’s Facilities and Renovation Trust Fund, which would be used to reduce the tax impact of the middle school project. This same process was followed when Walker and Rumfield schools were sold. RS 194:61 requires that public chartered schools must be offered right of first refusal. A buyer would need approval with the city’s planning and zoning boards.
- The building is currently leased to the Boys & Girls Club for $19,200 per year.
- The district’s budget to maintain the building is $52,875 for 2025-2026.
- Last year the district spent an additional $65,000 to repair a section of the roof. Additional sections of the roof needs to be repaired.
- The school needs a parking lot, windows and a boiler system.
Ballot Question – School Question
Shall the Concord School District authorize the Concord School Board to market and sell the Eastman School property located at 15 Shawmut Street, Concord, NH, in such manner (whether by bid, auction or broker listing) and on such terms, conditions, and price as it deems in the best interest of the District, with said sale subject to the District’s compliance with the statutory right of first refusal provision pertaining to charter schools in RSA 194:61?
